On selling electricityCurrent legislation in Victoria permits owners of property to on sell electricity to individuals and companies who have lease or rent agreements with these owners. The legislation also provides exemption from the Electricity Retail License fee if the on selling of electricity is not the sole purpose of the business. This legislation effectively provides owners with a new ongoing revenue stream. As property owners have numbers of Tenants the probability is high that a low purchase price for bulk supply of electricity could be obtained. Legislation allows the on selling of electricity up to the regulated rate set by the ESC or other state regulatory body. The difference is profit to the owner. Markets, Shopping Centers, Retirement Villages, Caravan Parks, Body Corporate, commercial and residential building owners can all apply to on sell electricity under this legislation. National Energy Management Agency (NEMA) will assist clients to on-sell electricity and other utility services in embedded networks. NEMA's ability to provide an integrated customer management service, together with their highly trained staff, their web based metering and billing service, which automates the invoicing process that enables the billing of consumption and service fees for all utility services, puts NEMA ahead of competitors in this field. Intermoco's Utiligy Solutions Product provides the remote automated electronic process to read meters and provide accurate invoices to tenants. We comply with all aspects of legislation and are in fact providing a similar service to major utility companies here in Australia. Intermoco can supply, supply/install and commission all devices and provide a customer web site to access data for billing and energy management. No special software is required at customers premises to interrogate or extract meter information from the Email Smart meters. State Legislation for On Selling ElectricityThe following information is relevant to organizations wishing to on sell electricity in the nominated state. Exemption rules apply in each state and have a number of conditions that must be met. History of the IndustryRecent initiatives in most developed countries have centered on providing a competitive environment for the sale of utility services, particularly electricity. Australia, and in particular Victoria and NSW, has followed the lead of countries like England in introducing full retail competition. Legislation was passed in Victoria in May 2002, to allow the intermediary sale of electricity by owner / occupiers to tenants at a margin. The legislation also provides exemptions from the Electricity Retail Licence fee if the on selling of electricity is not the sole purpose of the business. Compliance with the Retail Code, Distribution Code and the Metrology Policy is required to obtain exemption from the retail licence fee. Future of the IndustryThe legislation is providing the opportunity for Body Corporate organisations, shopping centre managements, retirement village managements, caravan parks to gain a new revenue source by purchasing electricity at wholesale rates and selling to its tenants / residents at a discounted retail rate. In so doing the exempt retailer will provide cheaper electricity to its tenants / residents and another source of funds to assist in the ongoing maintenance of the common area services and facilities. A great deal of interest has been generated from property developers who have identified that they can position their properties for sale with established infrastructure which provides its future owners and operators with a significant revenue stream. This enables them to reduce the cost of living in their properties and to offset the cost of maintaining building infrastructure. This interest has lead to developers specifying the Intermoco Utiligy solution in their development plans of new buildings to provide for the future on-selling of electricity. This trend is also expected to increase as existing buildings are refitted. |
